Comprehensive Plan Update - Adopted 12.20.2023

Community Development staff applied to the Department of Local Affairs (DOLA) in November of 2021 for grant funding to assist with updating the Town’s Comprehensive Plan.  Milliken’s current Comprehensive Plan was last updated in 2016 and the Town has changed significantly in the past seven years.  DOLA awarded Milliken a grant with a 50% match requirement and consultants from Houseal Lavigne Associates were hired in April of 2022 to assist with the Plan.  With the recommendations of the consultants and staff, a Steering Committee was formed to further assist in the formation of the Plan.  The Committee was comprised of members of the Planning Commission, Board of Trustees, business leaders, members of underrepresented citizens, and the Superintendent of the School District.  

Public outreach began immediately with a project website that provided surveys and a tool called Map.social where residents could identify points of interest or concerns on a map of the Town.  Consultants met with Town department directors, and appointed and elected leadership in focused sessions to capture strengths, concerns and opportunities for the Town’s future.  Information on the Plan was available to the public at the Town’s annual Beef N’ Bean Day. Visioning and business community workshops followed in October of 2022. In addition to a large presence on social media, flyers for the visioning and business community workshops were mailed to over 3,300 addresses in Milliken and an area of  Weld County near the municipal boundaries of Milliken. 

In November of 2023, a final public Open House was held with notices sent to each resident in their October utility bill as well as published in the Town’s newsletter, posted on the project and Town’s websites, and on the Town’s Facebook page.  Drafts of the Plan were made available at the Town Hall and on the websites.  The notice was also provided in Spanish with translators available at the Open House.  Notice of the public Open House and links to the draft plan were also emailed to 42 stakeholders including adjacent jurisdictions and districts.
